Cooldown Manager does not yet track every effect
The new UI is being tested, but Blizzard warns that some cooldowns are tracked incompletely.

Description
is available in beta as a Gameplay Enhancement, but the known-issues list mentions missing or incorrect tracking for some abilities. Wowhead notes that not every class was fully supported when it reported on the test.
Effect
Do not use this UI timer as the only signal for an important ability.
How to reproduce it
- If available to your class, enable the Gameplay Enhancement and configure it with /cdm.
- Compare its timer with your normal action bar.
- File a report naming the exact spell and class when tracking is wrong.
