Low spell ranks lose scaling and proc chance
Archive addition: this rule appears in the October 1 notes. Cheap, fast ranks can trigger fewer class effects.

Description
means using an older spell rank. In Forever it changes more than mana cost. Blizzard says ranks far below your character level gain less from spell damage and healing, and have a lower chance to activate class abilities and talents. A general formula is not published.
Effect
Classic advice about cheap spell ranks needs a new check.
How to reproduce it
- Open the character sheet and hover over spell damage and healing.
- Compare the low rank with your highest learned rank. Check cost, output and activation chance separately.
- Do not treat Blizzard’s level-60 example as a measurement at the current level-30 beta cap.
