Ice Lance gains value against Frozen targets within the level-30 cap
The talent is early in Frost, with rank 2 from level 28. Cast it on a target held by or treated as Frozen by .
Description
In its Mage deep dive published October 8 Moscow time, Blizzard placed at the 11-point tier and said it deals 300% increased damage to a Frozen target. The direct Forever database lists spell rank 1 from level 20 and rank 2 from level 28. , available from level 10, roots nearby enemies for up to eight seconds, but damage may break the effect. The deeper talent lets a subsequent spell treat its target as Frozen without a root. The first talent rank appears in a published level-30 build. This is an official explanation of a beta mechanic, not a new build announcement.
Effect
has low base damage. Save it for a freeze or proc. The latter matters against targets that cannot be rooted.

How to reproduce it
- As a Mage, spend 11 points in Frost to unlock . Its direct Forever entry lists rank 1 from level 20. One guide's route takes the talent at level 21. Check the trainer for rank 2 at level 28.
- Cast near an enemy, then use while the target is Frozen. Damage may break the root, so the full eight seconds are not guaranteed.
- At level 30, if you have the talent points, take . After a Chill proc, cast at the target. Rank 1 grants one treated-as-Frozen spell and rank 2 grants two. This exact sequence has not been separately retested on build 1.60.1.70245.
Further conditions
- Rank data indicates that rank 1 grants one spell, while the generic page text displays two. Check the actual talent rank in game.
