You can unlock a Legacy Point under the level-20 cap
You can earn the first before level 25 through skill 150 in a crafting profession or full map exploration.

Description
Blizzard describes 65 challenges. The first point normally unlocks at level 25, but a non-gathering profession at skill 150 or exploration of the full map can unlock it earlier. Press Y after earning a point.
Effect
The beta level cap is 20, so alternate conditions let players test the system now. Opening it before the first point may produce a Lua error, a known issue.
How to reproduce it
- To test in beta, raise a crafting profession to skill 150 or finish exploring the map.
- After earning the first point, press Y to open the system.
- Do not confuse the number of challenges with spendable points: the launch cap is 16 points per character.
