Two starter elixirs reject low-level users

Description

From October 4 to 7, level-8, level-12 and level-20 players reported an error when using Elixir of Minor Force. A separate comment on the Forever item page confirms the same beta problem. The item is level 5 and should add 1 physical damage for 30 minutes. A separate effect record requires level 46, which may explain the error, but the cause in the client is unconfirmed. A new issue opened October 7 at 22:01 MSK includes an image and reports the same “Target is too low level” error for Minor Arcane Elixir (item 247754). The author could not use either elixir at levels 1-20. The direct Forever records show item level 5, and a separate Minor Arcane comment reports failure at levels 6-10. A community tracker maintainer closed the issue and said a fix should come October 15. That date has not arrived. Ticket closure does not prove a fix on build 70245. On October 14, Necronomicus again reported Minor Arcane Elixir failing with a low-level-target message, including after that day’s maintenance. The new post omits character level and build. It does not establish a hidden level requirement or a working fix.

Effect

Do not plan around either starter elixir as a low-level buff until a new-build test verifies the fix. Minor Arcane should give up to 5 spell damage for 30 minutes. Minor Force gives 1 physical damage.
