Party members can land on different world layers
If party members cannot see each other, Blizzard lists party/world-instance mismatch as a known beta issue.

Description
The official September 24 known-issues list says group composition and assignment to may behave incorrectly. This affects meeting in the open world.
Effect
Avoid searching for a player or NPC at the same point if the group is on different .
How to reproduce it
- Check that everyone is in the same party and zone version.
- Try reforming the party or moving to another zone and back. These are possible checks, not guaranteed fixes.
- If it recurs, file a bug report with zone, time and party composition.
