How Arcane Mages spend their stacks before level 30
Blizzard clarified two linked talents: one boosts the next spell at a Mana cost, and the other enables faster free missiles. Both fit the current beta cap.

Arcane Blast
Arcane talent spell. Up to four eight-second stacks boost other Mage spell damage by 10% each and raise subsequent Blast Mana cost by 175%.
Mage Arcane 11-point talent, rank 1 level 20, rank 2 level 30.
