Quest items now reach group members more evenly. The base chance for an item to drop has not changed.

Developer Josh Greenfield says Forever distributes certain quest item drops more evenly among grouped players; base drop chances did not rise.
Current beta; applies to grouped quest-item drops, not every quest objective.
