A player in the Forever beta put a Skull marker on the selected target with /tm 8. The client command list maps 8 to Skull. The forum report does not name a build.
No level requirement is confirmed. The player tested it as a dungeon tank. Raid permissions and mouseover conditions were not tested in this report.
